Maybe you can start by adjusting the drop rates of a character based on how much contribution they have made for the faction (percentage). I know it's not perfect since only those who can secure a kills gets more contributions. Try to add a new mechanics that even if the character can't secure a kill, as long as they have contributed certain percentage of damage in a war or contributed certain damage on kills, they could gain a little bit of CP.

I believe that these farmer accounts are purposely dying multiple times to hold their level to farm farm easily on certain mobs. Maybe you can track those who are purposely dying? Who tf wants to get stuck on low level?
